Meeting of the U.S., Central Asian Trade and Investment Framework Agreement Held in Tashkent

The Uzbekistan Ministry of Foreign Economic Relations, Investment and Trade recently hosted a meeting of economic and trade delegations from Uzbekistan, Kazakhstan, Kyrgyzstan, and Turkmenistan. An Afghanistan delegation participated as an observer. This was the sixth meeting regarding the Trade and Investment Framework Agreement (TIFA). Interview with Mr. Batirjan Mamadkhanovich Teshabayev, Chairman of the Board of Uzbekenergo State Joint-Stock Company of Uzbekistan.

“Let There Be Light!”

Most people take electricity for granted until a wind storm knocks the power out, or they sign up for a camping trip and willingly forego the convenience of electricity. It’s times like this that give us a special appreciation for this modern advantage.
The first power source humans learned to use was fire. Acquiring the use of fire changed the way humans lived completely, allowing more control over their environment by providing both heat and light. With the use of fire we discovered how to cook our food and make our homes warm. Learning to control fire was an important advance in our civilization.

In this issue of “Business Connections,” we talked with Kazuhiko Higuchi , the Contry Director for the Asian Development Bank in Uzbekistan.


AmCham: Tell us about yourself - your career, when you joined the Asian Development Bank (ADB), when you started working in Tashkent, and the length of your assignment here.
Kazuhiko Higuchi : I started my career as a civil engineer, working on major infrastructure projects in Japan and Southeast Asia. I joined ADB in 1988 and have since worked in various capacities, including project specialist responsible for country portfolio reviews in Southeast Asia, procurement specialist, project engineer, and later Head of Project Administration Unit for the water supply and urban development sectors in the East and Central Asia Department.

From 2002 to 2005, I was Country Director in Kazakhstan. From 2005 until 2009, I was Director of the Transport and Communications Division in the South Asia Department at ADB Headquarters. I took up my current post in Tashkent in October 2009. ADB's field assignments are normally three years.

US-Central Asia Trade & Investment Framework Council meets in Washington

Tashkent, Uzbekistan (UzDaily.com) -- United States Trade Representative Ron Kirk hosted on 8 October an economic and trade ministers from six countries for the fifth meeting of the United States-Central Asia Trade and Investment Framework Council.Attendees included delegations from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, all of which are parties to the United States-Central Asia Trade and Investment Framework Agreement (TIFA). A delegation from Afghanistan also attended the meeting, participating as observers.

AUCC Holds Investment Summit in New York City The American-Uzbekistan Chamber of Commerce (AUCC), together with the Ministry of Foreign Economic relations of the Republic of Uzbekistan, hosted the U.S.-Uzbekistan Investment Summit 2009 on October 8, 2009, in New York City.  The event which was held at the Harvard Club of New York City was followed by a gala dinner honoring Elyor M. Ganiev, Minister for Foreign Economic Relations, Investment and Trade for the Republic of Uzbekistan

Mr. Alisher Shaykhov is one of the key figures of the Uzbekistan economy. Himself being the Chairman of the Chamber of Commerce and Industry of Uzbekistan is involved in most of the major international project in the sphere of economy, investment, finance, and trade including those within the framework of the SCO. For this reason we decided to ask one but very important question. Here you can find Mr. Shaykhov’s kind answer to the question.

 Q.: What are the goals and objective of the SCO?
A.: In compliance with the Charter and other policy documents of the SCO, the issues of security, as well as cooperation in the economic and humanitarian spheres, are the first-priority trends in the SCO activity.
 Of course, much has recently been done in the area of economic development and cooperation. The Interbank Association and Business Council of the SCO participating countries are established, and investment projects and programs are implemented.
 As Islam Karimov, President of Uzbekistan, mentioned  in his speech at the Yekaterinburg summit of the SCO Council of the Heads of States (June 15-16, 2009), there are several important trends whose development requires everybody’s attention.
 That is:-          Use of huge economic potential of the SCO member states, implementation of large scale projects focused on development of reliable transport and communication ties; formation of modern international centres of logistics, trade and tourism; construction of new enterprises and adoption of innovation technologies; development of  social infrastructures;
 -          Joint investment, which is mainly aimed at exploration, production and sales of the hydrocarbons and other natural resources;
 -          Involvement of  such biggest financial centres as the World Bank, Asian and Islamic Development Banks, powerful financial institutions of the  Arab countries;
 -          Involvement of huge resources and markets of the SCO observer countries, i.e. India, Iran, Pakistan and Mongolia;
 -          Promotion of consistent and steady socio-economic progress, resolution of employment issues, improvement of living standards of the population in the region. All these aspects are the most critical factors to enhance the internal stability and security both of each SCO country and the region as a whole.
 Rendering of targeted economic assistance to Afghanistan should become the first-priority task. It implies establishment and formation of the economic and social infrastructure, ensured employment of the population and resolution of the most acute poverty-related problems.
