Business Mixer on September 29, 2009

On September 29, 2009 informal farewell of Mr. Fernand Pillonel at the conclusion of his 3 years assignment in Tashkent took place at the Museum of Applied Arts. The evening was attended by more then 100 participants from AmCham companies, Diplomatic corps of Tashkent, International Finance Institutions, and partners and friends of EBRD Uzbekistan. Despite the end of September the evening was warm and sunny with the light reflections on the ancient wooden pylons and skillfully crafted walls of the main room of the Museum. The buffet was served in the courtyard of the museum. Present on the meeting was Mr. Masaru Honma, Director for Central

Asian Countries of EBRD, who outlined the work of Mr. Fernand Pillonel in Uzbekistan and introduced new Head of Resident office EBRD in Uzbekistan Mr. Metthieu Le Blan.

During his speech, Fernand outlined the activity of EBRD during the past 3 years, in particular the signing of 17 projects mainly in the SME sector, providing direct loans to Uzbek entrepreneurs in the range from 1 to 6 mln USD, in parallel to providing facilities to Uzbek private financial institutions such as Hamkor Bank and Uzbek Leasing. He thanked the authorities and the business community for the support and the interaction with the European bank of Reconstruction and Development. Fernand also noted the importance of an active AmCham in Uzbekistan, gathering the community of foreign investors and private international business in stimulating the improvement of the investment climate and the business opportunities in the country. Fernand, who will now work in the headquarters of the Bank in London, wishes success to Matthieu Le Blan to further develop the activity of EBRD in Uzbekistan and to the AmCham and its members.

Our director, Tatyana Bystrushkina had some specific questions to Fernand:

- Why did you choose the Museum of Applied Arts to celebrate your farewell?

- As you know I love Uzbekistan, its people and its traditions, and this museum in particular. Celebrating my farewell in this historical museum was a way to symbolize our respect to the great history of the country which still influences contemporary politics and international relations.

- Did you achieve your targets during your assignment as head of the EBRD in Uzbekistan?

- On one side, looking back at 2006 where the business volume of the Bank had fallen to historical lows, what was achieved during these 3 years is very positive, with almost 20 new projects signed with Uzbek private entrepreneurs, an improved portfolio and a quite promising pipeline of new business. On the other, I am conscious that the Bank could do much more in Uzbekistan, for example in the field of energy efficiency and municipal infrastructure where we have a strong expertise.
Fernand Pillonel was appointed the head of Resident office of EBRD Uzbekistan in 2006. Immediately, Mr. Pillonel became actively involved into activity of AmCham in Uzbekistan. He took over the Co- Chairmanship of AmCham Trade and Investment Committee in 2007. His active participation at AmCham Banking and Finance Committee meetings and Roundtables and all AmCham scheduled events gave great impetus to the improvement of investment climate in Uzbekistan.  We wish Mr. Pillonel all the best in implementing his mission in London.
