The main mission of the Committee on Accounting, Taxation and Audit is to develop the system of accounting, taxation and audit in Uzbekistan, which will provide a better investment climate in Uzbekistan.
One of the main goals of the Committee is the acceptance and development of International Accounting Standards in Uzbekistan.
IAS promotes transparency and reflects the real economic position of the companies that use them. Acceptance of IAS increases the confidence of users in the quality of a financial statement. This confidence is the basis for an increasing volume of investments and improvement of the quality of decision-making, which lead to the acceleration of economic development.
In 2001 Kirgistan accepted the IAS as the national standards, and in 2002 Kazakhstan accepted them. The national system of accounting of any country represents a complex of norms and rules, which regulate the relationships defined by the law and the culture of that country.
The International accounting standards play a significant role, not only for private sector enterprises, but also for government business structures and public organizations. Those involved in the market should know the differences related to the levels of opening information in financial statements, balance sheet, income statement, and also differences related to accounting policy and shareholders.
Auditors are fully responsible for strict conformation of financial statement to the standard’s requirements.
The auditor’s opinion is very important for big and small, local and foreign investors. According to some events, which were widely announced in public, and including the latest scandal with ENRON, the value of such independent opinions play an important role in the discussion of such characteristics like quality, conformation, transparency of financial statement and responsibility during its preparation.
The developing capital markets rely on the professional opinion and evaluation of auditors, which provide trust to the financial statement and its transparency, stimulating by this the inflow of investments.
The presentation of tax declarations and contact with tax bodies is the personal task of each taxpayer. But the increasing complication of tax legislation requires support for the growing problems taxpayers.
Besides, for the realization of the main goals the Committee will provide with assistance on questions regarding the methodology and practice of accounting, consulting, assistance in the preparation and improved qualification of accountants.
It’s foreseen that the Committee will consider the drafts of legislative documents to allow the members to present their comments to the legislative norms before their approval.
Committee will use two main forms of work — regular meetings and correspondent (email) discussion of the questions.
